| MOFCOM: Nearly 30% Trade in Services Exports from Global Outsourcing by 2015 |

With China¡¯s rapid growth in the outsourcing industry, the MOFCOM (the PRC Ministry of Commerce) and the National Development and Reform Commission recently said in the plan that by the end of the ¡°12th Five-Year¡± period (2011-2015), China¡¯s global outsourcing industry will reach US$ 85billion, accounting for as high as 28% of the trade in services exports.
According to the ¡°Development Plan for China¡¯s Global Outsourcing Industry (2011-2015)¡±, during the 12th Five-Year Plan period, the offshore outsourcing business executive amount undertaken by China¡¯s global outsourcing industry would see an around 40% growth, and large comprehensive service providers with several thousands of employees and above 80 global outsourcing companies listed overseas would be developed.
It¡¯s China¡¯s first development plan for the outsourcing industry. The global outsourcing industry refers to such an economic activity that an organization separates its non-core business, originally completed by itself, and outsources it to professional service providers, and then conducts delivery by IT and modern communications.
News from the MOFCOM website said, vigorously developing the outsourcing industry will have great effects on transforming the economic growth mode, improving the city class, relieving the unemployment pressure, and promoting low-carbon green development concept. It was predicted that China accounted for 23.2% of the global offshore outsourcing market in 2011, only next to India.
In 2011, the executive amount of the global (offshore) outsourcing undertaken by China reaches US$ 23.83 billion, a 65% y-o-y increase; the MOFCOM predicts that in 2012, the amount will arrive at US$ 33 billion, an over 40% y-o-y growth.
The Plan also emphasized that during the ¡°12th Five-Year Plan¡± period, big breakthroughs in the global outsourcing business such as cultural creativity, commerce and logistics are expected to be realized. And by the end of the ¡°12th Five-Year Plan¡± period, a complete medical R&D global outsourcing industry chain will be formed with US$3 billion offshore business capacity.
Meanwhile, put great efforts on the global telecommunications business consulting, system development and management. During the ¡°12th Five-Year Plan¡±period, an annual growth of over 50% in these fields are expected; also the financial institutions are encouraged to innovate products in line with the global outsourcing characteristics and expand the mortgage scope.
China¡¯s ¡°12th Five-Year Plan¡± will stimulate development of the outsourcing industry, and earlier, it put forward that during this period, the value-added of the outsourcing industry and job opportunities would increase by four percentage points. In 2010, China¡¯s outsourcing industry value-added only accounts for 43.2%, lower than the world¡¯s 72%.
